There are no definitive, reliable statistics for disabled persons in Pakistan, with conflicting figures from government censuses and other sources, ranging from less than 6% to around 15%. The estimated statistics of the World Health Organization (WHO) show that 15 out of every 100 Pakistanis are disabled to some degree or other, and 3 out of every 130 persons have some form of severe disability.
The estimated population of persons with disabilities in Punjab is more than 4 million. At least 60% of persons with disabilities do not have access to schools, but even where there is access, the quality of education is very poor.
